Hazard / issue Subsequent to announcing earlier that a sample of white pepper powder taken from a retail outlet in Tsuen Wan was found to contain a pesticide, ethylene oxide, the CFS detected a similar irregularity in another batch of white pepper powder sample taken from the same retail outlet for testing during follow-up investigations.The International Agency for Research on Cancer has classified ethylene oxide as a Group 1 carcinogen. According to the Pesticide Residues in Food Regulation (Cap. 132CM), a food for human consumption containing pesticide residue may only be sold if consumption of the food is not dangerous or prejudicial to health.
Remedy / action
- Not to consume the affected batch of the product if they have bought it.
- According to the CFS's instructions, the retailer concerned has initiated a recall on the affected batch of the product.
- The CFS has alerted the trade to the incident, will continue to follow up and take appropriate action.
- An investigation is ongoing.
- Prosecution will be instituted should there be sufficient evidence.
- Stop using or selling the affected batch of the product immediately if they possess it.

Not to consume batch of sauce with possible sealing defects
The Centre for Food Safety (CFS) received a notification from the Rapid Alert System for Food and Feed of the European Commission, according to information from the French authorities, the above-mentioned product is being recalled due to possible sealing defects that may affect health.

The CFS collected the above-mentioned pepper sauce sample from a retail outlet in Wan Chai for testing under its routine Food Surveillance Programme. Although the level of sulphur dioxide found to be contained in the pepper sauce sample is below the statutory maximum permitted level, the functional class and the name of the additive were not declared on the food label of the sample. Sulphur dioxide is a preservative which can be used in a variety of foods including dried vegetables, dried fruits, pickled vegetables and salted fish products. Sulphur dioxide is water soluble, and most of it can be removed through washing and cooking. However, susceptible individuals who are allergic to this preservative may experience breathing difficulties, headaches and nausea after consumption.

Hong Kong CFS food alert (Updated on 31 Dec 2024) Bottled malt vinegar sample in breach of food labelling regulation
The CFS collected the above-mentioned sample from a supermarket in Ho Man Tin for testing under its routine Food Surveillance Programme. The test result showed that the sample contained sulphur dioxide. Although the sulphur dioxide level is below the maximum permitted level under the Preservatives in Food Regulation (Cap. 132BD), the functional class and the name of the additive were not declared on the food label of the sample. Sulphur dioxide is a preservative which can be used in a variety of foods including dried vegetables, dried fruits, pickled vegetables and salted fish products. Sulphur dioxide is water soluble, and most of it can be removed through washing and cooking. However, susceptible individuals who are allergic to this preservative may experience breathing difficulties, headache and nausea after consumption. The use of preservatives in food must comply with the Preservatives in Food Regulation (Cap. 132BD). Furthermore, the Food and Drugs (Composition and Labelling) Regulations (Cap. 132W) require that for all prepackaged food for sale in Hong Kong containing sulphite in a concentration of 10 ppm or more, the functional class of the sulphite and its name shall be specified in the list of ingredients. Offenders are liable to a maximum fine of $50,000 and six months' imprisonment upon conviction.

The CFS received a notification from the RASFF of the European Commission that the above-mentioned batch of product might have been contaminated with Listeria monocytogenes and was being recalled. Upon learning of the incident, the CFS immediately contacted the local importer for follow-up. A preliminary investigation found that the importer had imported into Hong Kong the affected batch of the product.
